Open a new outlook email, then load in a picture that spills outside the
screen, hit crop, how do you get the crop handles on the right side of the
screen.

[You should consider a Subject line more descriptive of your problem.]

I can't duplicate that. Where exactly do you "hit crop"?

If I insert a picture too large for the current window of my message,
the window will display horizontal and/or vertical scrollbars which
allow access to the out-of-sight crop handles.

Maybe you use Word as e-mail editor. I don't, because I have it on good
authority that that is the source of much gnashing of teeth.

Select the VIEW menu and then choose NORMAL from the drop down list.
