MOS 2003; Outlook 03 Invokes "install box" for 02

My confusion and *annoyance type problems* is this. I have Office 2003 Pro
installed. All components work fine. But when I open up Outlook 2003, an
installer box for Office XP pops up, and if I let it run it prompts me with
a familiar box we all have seen for installing SPs or sometimes updates that
"the feature you are trying to use is on a CD-Rom that is not
available...Insert the 'Microsoft Office XP Professional Disk' and click
OK.' It shows me an *error 1706*--"setup can't find the required files."
Of course it can't; I'm not giving it an Office XP CD since I don't want or
need Office XP in. At that point I just cancel this. This behavior is
recent--two weeks old. I'm familiar with that error, because it often comes
up on this and other newsgroups with these two very frequently invoked KBs :

But I'm not trying to run setup on Office XP--it just tries to run itself
when I open Outlook 2003 for some reason.

I have MOS 03 Pro installed with no problems since November 03, and when I
"routine installed" (no custom install), I allowed it to delete/uninstall
Office XP Pro since there was no component I needed to save. I have 4 drives
and I installed MOS 03 to E:\Program Files. If I look there, in the *MS
Office folder* I have an *Office 11 folder(297 MB)* with what seems to be a
normal complement of files inside. I also have an *Office 10 folder
26.5MB* which includes Microsoft Office XP Tools and assorted other .dlls
that is 26.5MB in size, obviously bigger than the *Office XP Tools folder
that I later installed from Office XP* (I know the caveat about always
installing the earlier program first and the why, but thought that applied
to a *whole program* like say Access or Excel or Word 02 before an install
of MOS 03 if you wanted both Accesses or Excels or Words from both versions
concommitantly. What I did was to install MOS 03 and then go get the tools
from Office XP

I wanted to have the option of the Office XP toolbar, and also to compare
the photoeditor from Office 2002 and the Picture Manager from MOS 03.
These *Office XP components* are installed fine, work fine, and are listed
under *Microsoft Office Tools* in the All Programs menu. The tools only
occupy 16.9KB and 32.0KB on disk.

The entry above that in the All Programs menu is *Microsoft Office* which
contains all the programs of MOS 2003 including MOS 2003 tools. They are
all in intact and work fine.

My questions:

1) What's up with the installer box for Office XP (which I always cancel)
and go on and use Outlook?
2) Could it have anything to do with my installation of Tools from XP and 03
because I had them both in since November and didn't encounter the installer
box?
3) Why is there still an Office 10 folder with Office Tools from 02 in it,
and assorted other .dlls that is 26.5MB in size, obviously bigger than the
02 tools folder.
4) Is there a way to stop the install box for Office XP coming up when I
open Outlook or should I just cancel and accept the small annoyance and
where does it come from?
