MOSA - IP instead ?

hi , i have seen MOSA on a friends PC , lovely application ...
we use a GSM Product which through a Sub Doman allows users to send SMS
directly from outlook , draw back is we have no control over ammount of SMS &
subsequently if a user babbles on 3/4 sms are sent. the options are only for
a mobile phone connected directly to PC , is there anyway i can configure so
it is sent to a IP / Sub domain ?? thanks
