moss connect to outlook 2003

We are running MOSS 2007, and outlook 2003. Most users when syncing contact
lists from the sharepoint contact list down to outlook with no issues.
However about a handfull of users are missing the Connect to outlook link
under the actions option in the list.

They are using outlook 2003 and office xp excel, word, powerpoint and
access. All users are like this.

The active x is installed and the owssupp.dll present as well. What should
I look for to get this to work?
