Mouse Over Action

I have no idea if this is the right section to put this
post in, but here goes. Word used to give you the option
to add balloon text over a word. Simple text like screen
tips do. Now, it's so convoluted, I can't figure out how
to do it without windows opening up at the bottom of the
page, other side-effects appearing that I don't want, and
I just want to point at a word I specify and have a short
phrase show up over the word. When I move the mouse
away, it goes away. Can this be done, and with what?
Drop-down things don't do it; comments don't do it (opens
up another window at the bottom of my document); and I
just want to know if I can mimic screen-tips in a
document?????

Which view are you in when this happens? (Note: I would
only expec this to be a problem when CREATING comments, but
not afterwards)
