Mouse Over issue in PWA

I have a couple of people who on PWA that the mouse over on the icons does
not display an information about that icon. There is no commonality (happens
in Win 2K and Win XP) in operating systems and everyone is running the latest
version of IE.

Any assistance will be greatly appreciated.
