Mouse over shows details on some, but not on others

Using Outlook Calendar, I can mouse over some
appointments and see the time and additional details on
the appointment without having to open the appointment.
But then others don't respond to a mouse over. Can
anyone tell me why? I can' see any difference in the
setup details that would cause this.

It works on timed appointments whose start/end times and subject lines don't
fit in the time block. It doesn't work on timed appointments that fit in
the time block, nor does it work on all day events.
