Mouse scroll behaviour

I've got a form that goes over one window length. Normally its used for
rapid data entry; the users tab through the fields, and its not a problem.

When they use it for reviewing data, it is intuitive to use the scroll wheel
to scroll down the form, but the bahviour is to scroll through the records.
Is it possible to configure Access to scroll the window instead?
