Mouse scroll wheel behaviour within a form

Within one of my forms, I have a text box which contains a fair amount of
data. I wish to be able to set the scroll wheel behaviour of that box to
scroll up and down within the box. Currently, it scrolls between records,
which I do not require.

Is there anyway to allow the scroll with the focus is on the text box?

I have Googled this and the answer tends to be no.

Any advice is appreciate.
