The issue is with developer products such as Visual Basic and the Visual
Basic
Editor window in Access. In the past with Visual Basic and other
applications, Microsoft
actually enable scrolling in the application via Intellipoint. This
practice is not
being continued moving forward. Universal Scrolling has been discontinued
in newer
versions of Microsoft (and other manufacturers) driver releases.
Suggested Workarounds to Try:

1) Logitech - install the Windows 98 version of the driver; this was the
last
version to support Universal Scrolling. This may or may not be successful.
2) Microsoft Intellimouse - version of the driver for Windows 98 was also
the last
to support Universal Scrolling. This may or may not be successful.
3) Install a freeware application such as FreeWheel. I tested this and it
successfully works in the following environments (all using a Microsoft
IntelliMouse with version 5.0 of the software installed - my scrolling in
VBA did
not work either before using the FreeWheel application):
- Access 2003, Access 2002 SP-2 (both installed on Windows XP Pro SP-1)
- Access 2000 SP-3, Access 97 SR-2 (msaccess.exe version 8.0.0.5903)
(both
installed on Windows 2000 Pro SP-4)
