Mouse Wheel Activity in Access 2002 vs Access 97

Is there a way to get the mouse wheel to have the same
functional capabilities in Access 2002 that existed in
Access 97. Specifically:

Besides scrolling records to be able to scroll the
window or scroll within list boxes or other controls that
have a scroll bar (text boxes, combo forms).

It seems that when I turn off the mouse wheel in a
particular form, switch from forms view to datasheet view
and then back to forms view, the mouse wheel gets
enabled. Actually it seems that switching to datasheet
enables the mouse wheel and within a datasheet the mouse
wheel scrolls the datasheet without changing the selected
record. This seems inconsistent with how mouse wheel
works with the forms view.
