Mouse wheel events

Anyone know if it is possible to get events to handle the mouse wheel.
I am trying to make zoom in/out work directly with the mouse wheel
without using the ctrl key. The aim is my user will be able to do
everything using the mouse.

Visio2003 seems has not mouse events.
For alternative, VB .Net has them perhaps on forms, it is fine if there was
any way.
