mousewheel and ms access form behaviour

One of the behaviours of access I do not like is that the mousewheel let you
scroll tthrough the records.
Very often users by accident "scroll" to another record and make changes
there they intended to do it the starting record.

There use to be a MS knowledge article about this where you had to create
your own dll in visual basic, what I did, worked fine on one machine, do not
really why but did not function on another newer machine. Does anyone know a
simple solution for Access 2003, windows XPsp2?
