MoveCopy, unable to create test msg

I have a user running Office 2002 SP2 on Windows XP.
Recently he began receiving the following message when he
opens Outlook for the first time each day.

"Server-Requested client action - MoveCopy, unable to
create test msg"

I can log in at that PC and setup Outlook without issue.
does this appear to be a profile issue? I would
appreciate any assistance on this.
