Movie only playing sound in PP

The multimedia issues witth video come in two flavors, full-screen and full
motion, The goal is to have them both, but the technologuy may not support
both.
But with most laptops, we sacrifice full-motion and full-screen for the sake
of storage and speed.
From Using Power Point 2000 pages 669-670.

the laptop is a Compaq NC600 with ATI Mobility Radeon 9600 with 32 or 64MB
of discrete DDR SDRAM

is thia a hardware issue?
