I'm not an expert, but try going to
Tools/Options/Delegates tab in user A's account and
setting User B as a delegate for user A. You might try
checking the help pages on "delegate" for more extensive
info. User B will still have a separate calendar, but
this would allow User B to make changes to A's meetings.
