Moving a page break

Version: 2008
Operating System: Mac OS X 10.5 (Leopard)
Processor: Intel

I am totally unable to move a page break as per instructions below, taken from the help menu; what's wrong?

"Move a page break
On the View menu, click Normal.
Rest the pointer on the page break line until the pointer changes to a *** , and then drag the page break line to a new location."

Hello Niles -

What specifically is preventing it? Does the appearance of the pointer not
change?... Does it change but the dotted line not move when you try to drag
it?... Does the line move but not stay where you put it?

The appearance of the cursor (in the form of a cross) does not change when held over a page break line.

Hi Niles -

I'm sure you realize that it can be a bit picky but you've probably fished
around enough that you would have seen a glimpse of the bugger by now so it
must be a bit more entailed.

Make sure Office is up-to-date (12.1.1)... Likewise for OS X (10.5.4), and
run Disk Utility - Repair Disk Permissions just to be sure you're not
chasing your tail. If that alone doesn't resolve it, try restarting your Mac
then try again.

Is this the case in *all* files or just one in particular? That will be a
determining factor in how to proceed.
