Moving emails to Deleted folder

I have a user that when they send emails from their in box to the deleted folder they disappear. It is as if they are permanently deleted. There are no rules set up to do so. There really is no rhyme nor reason. I have their email options setup the same as mine. I do not have this problem. Reinstall??
