moving from non-managed to managed timesheet periods

This week I am going to change the settings of project server 2003 so we can
start working with managed timesheet periods. Since I can't find a lot of
information about this subject I was hoping someone could give me some advice
in how to handle this.

If you don't fully understand the subject, and you are the administrator,
then I strongly recommend that you delay the switch to Managed Periods.
There are a lot of tricks and traps. It would be very worthwhile to engage a
Microsoft Certified Partner specializing in Project Server to spend some time
with you.

You must not only learn about the mechanics of the tool, but also you must
develop policies and processes to handle mistaken or missing time reports.
Project Managers will need a little retraining as well.

On page 175 of the Project Server 2003 Administrators guide in the Project
Server 2003 resource kit there is a pretty good set of steps what you have
to. But if these steps are not done carefully you may lose timesheet data.

if I understand correctly this is what I need to do:
1. accept all timesheet data and update the project plans
2. save project plans to project server
3. republish assignments and overwrite actual work entered by resources
4. change settings in order to work with managed timesheet periods
5. save the project plans
6. Sync to protected actuals

What I don't understand is what they say in the caution remark:
"Any project that is published after managed timesheet periods are enabled,
will lose data if the publishing process is not cancelled and redone when the
managed timesheet periods are turned off. If the project is published, all
data that is associated with Actual Work will be deleted."

That they are trying to say here is that once managed time periods are turned
on. All of the update need to be accepted into the project plan before you
try to turn off managed time period then once you turn off managed time
periods republish the project plans.

The process for turning off managed time periods is just like turning it on.
But you don't Sync actuals.
