Moving images in Word 2003

I would like to insert an image from a file into Word 2003, and then reposition it elsewhere on that page. I copied the picture from the original file and then pasted it into Word. But then Word is not allowing me to move the image elsewhere on that page. I was able to do this with my old program (Word 97). Can anyone please help me?

Click on the image, the Picture toolbar should appear , click the "text
wrapping" or 'dog icon' button on the Picture toolbar, choose "Tight" and
you will be able to move the picture around.
