moving items

Hi,

I would like to prevent a user(from an Outlook add-in) to move/copy
items from certain folders (custom folders) to any other folders. I
think this can be done using BeforeItemCopy, BeforeItemCut, etc...the
problem is this only works for Outlook 2002+. Any idea how this could
be done in Outlook 2000?
