As I understand it: The End User License Agreement (EULA) permits you to
install using the same product key on one Desktop & one Laptop system per
license. You are permitted to *run* the software on only one of those
systems at a time. So based on what I can tell from your message you should
be able to just install Office 2008 on the second system.

If you're disposing of the first system you should run the Remove Office
utility in order to retain the license. I you sell or give the system with
Office installed to someone else you're obligated surrender the license to
that individual - otherwise they'll be using the product illegally. If you
do include the software & license, however, you're obligated to remove
Office from the system you keep - you'll have to buy a new copy if you want
to continue using Office legally.

I have the same issue with Office 97 for a PC. My old PC was failing,so I
moved the Office Value Pack to an external drive. The old PC is not working
now.

I purchased and downloaded the Office Value Pack through Microsoft in May
2008. I tried to move the office suite files from the external drive to the
new computer and this does not work. How do I restart office on the new
computer.
Thanks.

Well, you may have what "seems" to be the same issue but it not only
involves a different version of Office but also a completely different
operating system & totally unrelated hardware... This is the newsgroup for
Mac Office :) AFAIK you can't just "move" software from one Windows system
to another, but check with the appropriate Windows groups here:
