Moving outlook from one computer to another

I need to reload my computer and want to backup outlook;
mail
settings
address book
contacts
rules

What steps are necessary to do this kind of backup?

Does the PST file contain all this?

The PST file contains the E-mail, Contacts (these are what show up in the
Outlook Address Book), and Calendar, if you want to backup your rules then
you need to go into Rules and Alerts and Export your rules so you can
Import them later. Your account settings you are going to need to make note
of them because there is no way to back them up.
