Moving Page Breaks in Page Break Preview

I've done this many times and has worked for me in the
past, but for some reason when I'm in Page Break Preview
and I'm trying to click and drag the page breaks (blue
lines)it won't let me. Any suggestions on how to get it
to work again?

A quick response would be truly appreciated.
