For a few pages...here's my dweeby method...
Open two instances of Publisher...one document
in each instance. Tile the windows side by side.
On the page you wish to add to your document...
go to...Edit / Select All...Edit / Copy...
Add a new page to your document and go to...
Edit / Paste.
