Moving the Send and Insert File buttons

I'm running Office 2003 on Windows XP Professional (SP2).

Is there a way to move the Insert File button (the paperclip icon) so that
it isn't right next to the Send button? Many times I've reached for the
Insert File button and inadvertently clicked Send by mistake.

I've tried to customize my tool bars, but the Customize option is grayed
out. I can't even figure out which toolbar those buttons are part of, since
only the Standard and Formatting toolbars show up as being active.

Any suggestions?
