Moving within menus

How does one use the keyboard to move within menus?

For example when the "Paste Special" menu pops up, there are a number
of choices, ie, paste formula, paste formatting, etc. How do I move
and select by using the keyboard?

Tab does not work. Shift + Control does not work.

Any ideas?

Hi Playfoot,

Go into the MacOSX system preferences and click the Universal Access button.
Click on the Mouse tab to adjust keys to use menus.
