MPS does not automatically create work sites.

When a project is published through Project Professional, the accompanying
Windows SharePoint site is not automatically created. The "Connect to
SharePoint server" in PWA works with flying colors. The Project Server is
configured to Automatically create the sites. An administrator can create
and delete the site through the "Manage SharePoint sites" page. This tells
me the COM+ settings is correct. In addition, the service account which is
used to create the sites by the Project Server can create top level sites
while logged onto the Project Server through PWA's "Manage SharePoint sites"
page and the SharePoint Administration site. This tells me the service
account has the rights.
I ran through the steps outlined in KB555120 contributed by Brian
Kennemer but it did not resolve the issue.
