MPWA Forwarding Status reports

I've got a problem with our Microsoft Project Sever Web Access.

A user creates a status report, submits it and the resource manager
gets an email saying that the status report is there (with a few
links).

The user goes to Status Reports Archive, selects a report, clicks on
Forward, selects the resource manager and hits send. The resource
manager gets an email.

The user tries to forward this Status report to any other user and they
DONT get an email.

Any idea why?

The recipient can click on "Miscellaneous Reports" and see that they
were sent the report and view it, they just get no email.

How can we make project server send emails?
