MS ACCESS 2002 Add-in Manager not working

I have installed MS ACCESS 2002 and am trying to use the Add-in
Manager. However, when I go to the "tools" menu, "Add-ins" is grayed
out and not accessible. I've uninstalled and reinstalled the entire MS
Office suite to no avail.

In the same vein, when I create a report in MS Access and I am looking
at the report in the preview window, I cannot click on "Publish with MS
Word" as that is also grayed out.

I am running XP Pro with service pack 2.

Any ideas what the issue is here? Any help would be greatly
appreciated.
