MS Access 2003 not opening on Terminal Servers

When I go to click on the shortcut to MS Access 2003 a quick flash appears
that reads "Preparing to Install" and then goes away. Nothing happens. The
event log records Event ID: 11708, Source: MsiInstaller and says Product:
Microsoft Office Professional Edition 2003 -- Installation failed. Is there
any reason for this?
