MS-Access 97/2003 System Administration - Help

Hello,
I just finished my Access training & got a job as an MS-Access System
Administrator.
The funny thing about my training is, it did not include ANY of the things I
need to do with this database.
So, I am asking for "Help", not someone to do this for me, but to point to,
or show me examples of what I want to do.
The database is networked on a Windows XP machine (XP machine is acting as a
server for the database).
At any given time there are 13 to 20 people connected to this database
I need to do the following:

Daily automatic backup database to a 2nd hard drive
1. Backup database everyday, twice a day at 12:15 p.m. & 9:45 p.m.
2. Send message "Please logoff database. If you are not logged off,
database will log you off. Database is preparing to do a compaction and
backup" to everyone using the database

Daily automatic logoff of devices/Users attached to the database, after 20
minutes of non-use.
1. Automatically logoff ANY "Device ID / Username" after 20 minutes
of non-usage

Limit administration access to database

Limit the number of entries to an entry form, to 30 entries
1. Limit the number of entries to 30, no more than 32. Entry number
can be increased with a password.

Weekly automatic compaction of database
1. Automatically compact database, every Friday @ 9:15 p.m.

Any help or suggestions, I will be grateful...

Since you haven't gotten any responses up until now, I suggest you post this
question in an appropriate newsgroup specific to Access.
