MS Access in Law Enforcement (assistance required)

I work in law enforcement in Australia. I have been tasked with buildin
a MS Access database for the station. There are approximately 10
members, therefore there will have to be 100 unique logins, an
passwords.

Problem One - I set up a user level security with the variou
permission levels (there were three. We use numerous databases in th
station. i found the database i made worked fine, however, when M
Access was closed, and another DB opened, it asked for the use
password from the previous database i had secured. I do not want thi
to happen. Is there any way i can fix it?

Problem Two - When doing the logins, i found that i had to add all th
users, then login individually as them, set a password for them, the
close and login to the next user. Is there an easier way to do this
Also, how can the member change his/her password when the program is u
and running. i do not want them messing around, getting to the chang
password thing via the security menu. Is there a better way to hav
permissions, users and passwords, than the Ms Access security use
level wizard?

Problem three - This database will be required to work on a network, o
several terminals. I need the information that is added/amended t
reflect on the entire network. I found the only way my securit
amendments worked were when i copied the system.mdw file from th
windows system folder to the other computers windows system folder
That was easy to do within my own station, however, i would have t
then get that file onto other stations computers, and i dont reall
want to drive all over the state doing that.

If anyone could help, id be much appreciated. You will be helping
good cause, which will ultimately help victims of crime to bette
compensation, and a more user-friendly procedure for taking actio
against defendants. Remember one day, you may be a victim of crime, an
this system may help you.
