MS Accesss Wizrds not starting

I recently upgraded from Office 2000 to 2003 and have had no problems until
today.

All of a sudden when I try to create a command button ot combo box on a
form, the wizard doesn't start.

I have seen suggestions to press in the wand icon on the tool bar. However,
when I hover over this bar it says "Build" and if I clcik on it I get a
dialogue box asking me to choose a builder. I am running in sandbox mode
and have the latest Jet engine installed.

Not only that, I have built combo boxes and command buttons withe the wizard
just fine up until today.
