MS Office 2007 (Access) configuration repeats endlessly

Looks like this question has been asked many time. Many different
circumstances and answers. I'm seeing an answer to my particular situation so
I'll lay it out here. Apologies if the answer is already here and I'm not
seeing it.

Vista Ultimate + Office Pro Plus 2007

No problems until a 3rd party application installed the Access 2003 Runtime.
From that point on, when Access 2007 is launched we see the "Please wait
while setup prepares the necessary files" followed by "Configuring MS Office
Professional Plus 2007". Note that this happens ONLY with Access; the other
Office 2007 apps are unaffected. I've since uninstalled the 3rd pary app and
the MS Access 2003 Runtime but the problem with Access 2007 persists.

I've tried Emily's fix described below without success:

1. Login as a local administrator account on the computer.
2. Start the Microsoft office 2007 applications (word 2007, excel 2007,
powerpoint 2007).
3. If the configuration pops up, wait it to be finished.
4. Logoff and logon your user account. Test the issue. What is the result?

If it doesn't work, go to next step.

1. Log on to the computer by using an Administrator user account.
2. Click Start > Run > type regedit, click OK.
3. Locate and then right-click the following registry subkey.
HKEY_LOCAL_MACHINE\Software\Microsoft\Office\12.0
4. Click Permissions.
5. Click Users (Computer_name\Users), and then click to select the Allow
check box for the Full Control permission.
6. Click OK, and then quit Registry Editor.
7. Start an Office program. Wait for the configurating finished. Restart the
application. What is the result?

I have also completed uninstalled and then re-installed the complete Office
2007 suite but the problem persists.

Also, and I might be pushing my luck posting this addtional information
here, but at the same time this continual re-install problem became evident,
I began to see this message when I use the SQL Server 2005 export wizard to
export SQL date to ~Excel~:

SQL Server Import and Export Wizard

The operation could not be completed.
------------------------------
ADDITIONAL INFORMATION:
Could not find installable ISAM. (Microsoft JET Database Engine)

Strangely, I CAN export to Access, but the reference to the JET db engine
when trying to export to Excel has me puzzled.

Any ideas?
