MS Office 2007 - Ruler, *.qat

hi there

i have 2 questions

first: is it possible to show the ruler with policy or registry? i want to
show the
ruler on all our word installations without user action!

second: how can i copy the *.qat files to the local application folder of
every user? C:\Dokumente und Einstellungen\user\Lokale
Einstellungen\Anwendungsdaten\Microsoft\Office
