MS Office 2007 switches Outlook Express spell checker to French

How do I change Outlook Express spell checker to check spelling in English
and not French. The MS Word and Excel 2007 in Proofing mention "French
Mode:" is there a connection?

Vista has done away with OE and uses "Windows Mail" , Is this the problem.

Why is Microsoft giving me this unnecessary grief?
