MS Office Developer 2000 and Access 2000

I have a user who wants to use the Office 2000 Developer,
because she want to make it so computers without the MS
Access 2000 can open and view MS Access 2000 files. How
does Office 2000 Developer work so she will be able to do
this. She wants to know if Office Developer is easy to use.
