MS Office Developer CD Install

I got the MS Office 2000 Developer Tools Version 1.5 CD, But I can't figure
out how to install the Packaging and Deployment Wizard for running MS Access
Runtines.

I've copied the files to my hd and ran the install and checked for add-ins,
but I don't see any.

Are there instructions located somewhere for installing this?
