MS Office PE 2003 - Unable To Locate Component ERROR

When opening both Excel and PowerPoint, the following error occurs:

EXCEL.EXE or POWERPNT.EXE - Unable To Locate Component
This application has failed to start because MSCTF.dll was not found.
Re-installing the application may fix this problem.

After hitting OK, I am still able to use the programs. I have uninstalled
and reinstalled the program as well as run spyware checks.

What is the problem?
