MS Office Picture Manager - resizing photos

When resizing the pixel height, the width does not adjust automatically???
How would you change options from pixels to inches for example?

Answer to #1. Use percent
Answer to #2. Inches depends on the viewing media. The picture itself is
ALWAYS in pixels.
