MS Office Picture Manager

When I select any picture from MS Office Picture Manager and try to email it
from the Email option I get this message.
' The message could not be created. If Outlook is running, make sure it has
no open dialog boxes, and then try again'
I have no Outlook open dialog boxes running at the time.
