I know many people (around the web as I have discovered...) have had a
problem with the MS Office shortcut bar, and hopefully this will help
anyone who has had this problem...
The issue:
When left clicking any icon on the office shortcut bar, an "Open
with..." dialog box appears instead of the application simply opening
up.
You CAN right click an icon and scroll to "Open", and that will launch
your applications, but you don't want to have to do that - right ?
Things you've tried:
Uninstalling and reinstalling office does not help.
Updating office does not help.
Updating the operating system with the latest MS updates does not
help.
Uninstalling the Office shortcut bar, and then reinstalling the office
shortcut bar does not help.
Even uninstalling the operationg system, and reinstalling the
operating system does not help (don't laugh... I went that far as
ridiculous as it sounds...).
Nothing you've tried helps - right?
Solution: Microsoft has finally posted (sometime after 8/31/03 I
believe, although I could be wrong - I just never found this article
before then, and believe me - I looked!) a solution to this issue. -
It's a fairly simple registry tweak.

Hopefully this helps others with this needling, messy issue once and
