MS-Outlook BCC disable

Hi,

Could you please tell how to restrict/block users
from sending BCC. I've tried Office Resource Kit
System Policy Editor & under it

1) I used OUTLK9.adm
2) MS Outlook 2000
- Disable Items In User Interface
