MS Outlook Personal Folders Backup Tool doesn't start consistently

When I shut down Outlook 2003 and the reminder pops up to backup using the
Backup Tool, it works fine. I have the reminder set to appear every 7 days.

However, if I want to backup "manually" during the 7 day interval by
clicking File-Backup-Save Backup and then shutting down Outlook, more than
50% of the time, after I shut down Outlook, it does not start backing up no
matter how many times I re-open Outlook, make these clicks and then shut down
Outlook.

This "manual backup" should work consistently since this is the sequence
designed by MS for this Tool to work.

How to make the Tool work consistently when clicking the File-Backup-Save
Backup routine followed by shutting down Outlook?

The backup tool will not trigger a backup unless Outlook has exited
completely.
Next time it fails, bring up Task Manager, running processes tab, check for
any instance of outlook.exe
