MS Paint - Option to Save as JPEG, Gif

Working with MS Paint, there are times when I can use the save as function
and the following save as types are displayed:
Monochrome Bitmap
16 Color Bitmap
256 Color Bitmap
24-bit Bitmap
Graphics Interchange Format (*.gif)
JPEG File Interchange Format (*.jpg, *.jpeg)

There are other times when attempting to use the "save as" option that
Graphics Interchange and JPEG are no longer listed. What is causing these
options to disappear?

Try Paint.NET, it is free. It is like Paint but better.
