MS photo editor

when I try to open MS Photo Editor I receive this msg "No
file format information can be found in the registry"
However,if I logon as administrator I am able to open the
program with not problems.

This happens with a few of the end users..

We are using MSOffice 2000 and our OS is 2000 as well.
