MS Picture Manager stops opening jpg files

We are working with Office Small Business 2007 on an XP PRO SP2 machine.

We are using MS Picture Manager to open jpg files. Click on the jpg... and
it opens. But this will open work for a while... then.... it stops.

At that point, we double click on a jpg and nothing happens. If we go to
Start | All Programs | Microsoft Office... picture manger... it will not open.

If we go to Control Panel, Add/Remove programs and uninstall it and
reinstall it... the cycle starts over. Everything works fine... but then
stops.

We then installed Service Pack 3 for MS Office 2003 and were hoping this
would help... now installing reinstalling no longer works.

We can assign the association to IE... and it opens fine. But we need the
cropping capability of Picture Manager. Changing it back to PM is a dud.

NOTE: We have tried right clicking and selecting "open with" and selecting
picture manager but this does not work. We have opened windows explorer and
gone to Tools | Folder Options | File Types and designated MS Picture manager
as the desired association... and this does not work.

I have checked the system logs and no errors are reported at the time we are
trying to run the Picture Manager program... it just does nothing... no error
messages in logs or on screen.

Any suggestions would be GREATLY appreciated.

Never mind. Just found out that CounterSpy by Sunbelt Software had tagged
two of the application files for Picture Manager as "bad". Not sure if this
was an action by the user or by the definition files. We are running a scan
now to see how they are being tagged.
