MS Proj 2003 Circular Relationship

One of our project plans has a circular relationship and will not allow me to
open the project plan that is found in Project Server. The error message
appears that indicates there is a circular relationship, but the plan will
not open so that I can fix it. Is there any other way to open the project
plan to be able to fix the problem?

What happens if you open up a blank project and insert the project with the
circular references into the blank project. Does it allow you to do that?
