While in Resourse Usage view, how can you enter Actual
Work hours without it automatically changing the Work
hours?

.
I always use task usage view to update actual hours.

You can't. Project will always update scheduled parameters to equal actual
parameters so that the task will adjust in the schedule and properly drive
schedule changes on tasks that may be dependent on it. BUT all is not lost.
If you save a baseline before starting to post in actual values you will
have the original vales there to compare the actuals to. That's what
they're for - to serve as a snapshot of the plan you intended to work to
provide a reference point for calculating variances from plan as it
develops.
